Updates the repository’s Conan dependency lock to pick up revised package recipe revisions from the XRPLF Conan Center Index fork (per XRPLF/conan-center-index#55), and aligns the build documentation to reflect which recipes are expected to be exported locally when using the “patched recipes” workflow.

• Updated conan.lock recipe revisions/timestamps for openssl, nudb, jemalloc, and build-require m4.
• Updated BUILD.md to remove grpc and m4 from the list of recipes to export locally from the XRPLF CCI fork.
