High Level Overview of Change
This change adds the merge group event to trigger the required
check-titleandrun-hooksjobs.Context of Change
The
check-titleandrun-hooksjobs are required for passing CI, but they currently do not run on merge group events, and thus any PRs added to the queue will be evicted due to not reporting status.
